Develop, implement and maintain a robust Health Safety Social and Environmental Management System for a Verkhnechonskoye $1-billion greenfield project in East Siberia, Russia. The project includes oil field exploration and development and construction of 600-km sectional pipeline, 230-km trunk pipeline, 13 pump stations and in-field and off-field infrastructure.
Provide resources essential to the implementation, control and improvement of the HSE Management System. Define roles, responsibilities and accountabilities with respect to HSE. Establish HSE policy and objectives. Establish a Project Safety Leadership Team. Develop an HSE performance reporting and measurement system and action tracking system. Establish an incident notification and investigation system. Implement a Behavior Safety program and a safety icentive program. Lead and participate in HSE audits and reviews of this and other TNK-BP capital projects.
REGULATORY ASPECT: Identification of applicable HSSE national, regional and international regulations and requirements. Development of a Permitting Strategy. Development of Environmental and Social Impact Assessments, Declaration of Industrial Safety, Oil Spill Response and Emergency Response Plans in accordance with Russian regulations and International Financial Institutions' requirements. Development of Compliance Assurance system.
HEALTH/ MEDICAL ASPECT: Develop a Health and Medical Strategy and Health Management Plan. Assess capabilities and build capacity of regional medical providers in East Siberia for 100% medical and emergency support of project activities. Establish clinics in the field up to standard. Arrange first aid provisions. Carry out annual and periodic Health Risk Assessments. Develop a Fitness for Task Program including vaccinations and pre-employment/ pre-placement and periodic medical check-ups. Develop a Medical Emergency Plan. Specify and assure compliance with welfare requirements for field camps and catering, food, hygiene and water quality. Establish Substance Abuse Management, Stress Management and Fatigue Management Programs.
SAFETY ASPECT: Develop, implement and maintain HSE plan, Risk Assessment and Mitigation Plans. Develop site policies and procedures with regard to drilling and construction safety. Develop Supervisors’ field manual. Develop and implement a Transportation Safety Plan including vehicles and aviation and covering drivers and vehicles standards and Journey Management Plan. Develop and implement Emergency Response Plan. Establish a system for Contractor safety performance management.
ENVIRONMENTAL ASPECT: Conduct Environmental Risk Assessments and identify environmental constraints for project implementation. Establish a system for environmental inspections and audits of driling and construction activities. Provide for timely closure of all corrective actions and non-compliance items. Develop and implement Oil Spill Response Plan for Tier 1, 2 and 3; Waste Management Plan, Pollution Prevention Plan and Soil Reclamation Plan. Establish a system for Contractor environmental performance management.
SOCIAL ASPECT: Develop Social Regional Strategy identifying local agents of influence that might affect successful project implementation. Assure public consultation and participation in a project approval process. Continuous communication with stakeholders.
MAJOR INTERFACES: Supervise 8 Health, Safety, Environmental, Regulatory, Transportation Safety and HSE Training personnel. Manage multiple contractors' HSE performance. Internal communication with HSE departments within TNK-BP and BP. Supervise RDIs work with regard to Environmental Assessments development. External communication with Project shareholders including International Financial Institutions. Liaise with federal and regional regulatory agencies, local indigenous communities (Northern ethnic minorities), federal and regional environmental and social NGOs, Oil Spill Response providers, training companies, medical providers and helicopter and vehicle providers.
